Hi, white smoke is usually water vapour but you could be describing burnt oil (blue-ish smoke). steam will dissipate very quickly and not really smell of anything (maybe sweet coolant). blue smoke will hang around longer and smell of oil.in cold weather most cars seam from the exhaust (water is a product of the combustion process) but lots of steam out of the exhaust is a possible sign of a blown head gasket or cracked head (or at least a sign that water/coolant is getting in the combustion or exhaust system) burnt oil is also a sign of blown head gasket but could also be PCV values, valve stem seals, piston rings or turbos. So first check to see the composition of the "white smoke" and go from there.
